Have your say on proposed animal by-law amendments
The public has until 28 September to submit their comment on the amendments.
The City of Johannesburg has provided notice of its intention to amend the by-laws relating to dogs and cats, and is granting the public an opportunity to provide feedback on the proposed amendments.
The notice issued by the Council was issued on behalf of former Ward 89 councillor, Ingrid Reinten, who is now the Chairperson of the Health and Development Section 79 Committee. The by-laws that are likely to be amended relate to dogs and cats in terms of section 7(5) of the Rationalisation of Local Government Affairs Act 10 of 1998 and section 12 of the Local Government: Municipal Systems Act 32 of 2000.
According to the notice, the purpose of the amendments is to:
1. Provide that owners of premises and corporate bodies must give written permission for dogs or cats to be kept on premises;
2. State certain provisions clearer;
3. Provide that notice be given to an owner or person in control of premises where a dog or cat is kept or is taken into custody;
4. Provide clearer directives on the destruction or sale of an animal by a pound master;
5. Provide a duty for the owner to keep the premises clean and to care for the dogs and cats.
The public has until 28 September to submit written comments on and make contributions to the by-laws. Copies of the by-laws can be obtained online at www.joburg.org.za under ‘Key Documents’, or from the Roodepoort Civic Centre (in Region C) during business hours (between 8am and 4pm on weekdays).
