Wayne Minnaar, Metro police spokesperson said residents needed to report incidents of noise making to the relevant department. “If the noise is related to traffic or it comes from a residential area, then complainants can contact the Metro police on 011 375 5911011 375 5911,” said Minnaar. He said once the Metro police were contacted they would investigate, determine the noise level and they would apply the protocol necessary to ensure that a resolution was in place.
Minnaar added that noise complaints related to industrial noise and larger venues such as clubs and stadiums should be lodged with the Environmental Health Department. Nkosinathi Nkabinde of the City of Johannesburg added, “The resident whose convenience or peace is disturbed or impaired by any noise, is therefore entitled to lodge a complaint with the Environmental Health Department.”
Nkabinde said the department did not evaluate the noise or take sound level measurements, but issued a statutory notice to the person causing the noise nuisance.
Nkabinde added, “The complainant will be notified in writing that a notice had been served. If the person to whom the statutory notice has been served does not comply with the instructions set out in the notice and the noise nuisance continues, the investigating official from the department must take the matter up with the control state prosecutor in order for a notice to appear in court to be issued.”
